Level 4. In the aviation industry, a measure of a pilot's proficiency in English, the language of international aviation, as determined by The International Civil Aviation Organization (ICAO). The ICAO recognizes six levels, ranging from pre-elementary to expert. To achieve a Level 4 rating, a pilot "must have an accent which does not interfere with ease of understanding, possess grammatical structures well controlled where errors do not interfere with meaning, be able to paraphrase successfully when lacking vocabulary occurs, produce stretches of language at an appropriate tempo, comprehend even when confronted with an unexpected turn of events and being [sic] able to address misunderstanding by checking, confirming or clarifying. "
